Proposal to assess incentive payments necessary to achieve waterfowl habitat maintenance in the prairie-pothole-Parkland region / University of Manitoba.

In the draft of the North American Waterfowl Management Plan, incentives payments to land owners (farmers) are suggested as a major means of maintaining waterfowl habitat in the Canadian Prairie Region. This study will estimate the level and structure of incentives that it will be necessary to offer farmers to induce them to maintain waterfowl habitat.Some proposed maintainance activities such as zero tillage may be complementary and increase agricultural production. Others may be neutral in relationship to agriculture. Some will be directly competitive with agricultural production objectives of farmers. This study will provide NAWMP officials with a basis to utilize in developing cost effective strategies for implementing waterfowl habitat maintenance plans in the parkland and pothole belt of western Canada.
