This study will estimate the level and structure of incentives that it will be necessary to offer farmers to induce them to maintain waterfowl habitat.Some proposed maintainance activities such as zero tillage may be complementary and increase agricultural production. Others may be neutral in relationship to agriculture. Some will be directly competitive with agricultural production objectives of farmers.
