Specifically, costs were requested for: - hydrologic study - hydraulics and design of works - hydrogeologic study - project development/organization. In the review of site conditions while assembling the proposal, it became apparent that the results of the analysis of the groundwater conditions and seepage rates would be key factors in determining the project's feasibility. As a result the proposal submitted by Underwood McLellan on May 16, 1980 presented a phased study with the hydrogeological investigation established as Phase 1. Ducks Unlimited (Canada) accepted the proposal with the stipulation that the results of Phase I be submitted for their review and decision on whether to proceed with the rest of the engineering study.
