However this average probability does not account for the wide variation in probabilities of failure depending on the circumstances. The probablity of failure is much lower, for example, for dams that survive the critical test of first filling. About one half of dam failures occur in the first five years after construction and the remainder occur fairly uniformly throughout the rest of the 100 year design life. Therefore the average probability of failure is approximately 1 x 10 per dam year for the first 5 years and 5 x 10 subsequently. The probability of failure also depends on the type of foundation and the success of the foundation treatment but quantifying the effect of the foundation is not possible because there are too few case histories.
