A preliminary report was prepared (Sopuck et. al. 1985) and was followed by a conceptual plan which has formed the basis of ongoing discussions between DU, Manitoba Department of Natural Resources, Manitoba Department of Agriculture, affected municipalities, local landowners and sportsmen's groups. The conceptual plan involves several impoundments and one storage reservoir within the RRS primarily aimed at developing wetland habitat. The foremost affected landowner under this proposal is the LGD of Sturtburn. This LGD passed a resolution (4 April 1985 - see Appendix) committing their land in the RRS to the proposed development only if a ditch/dyke containment structure is established north of sections 19 through 24-3-
