All basins do support and are capable of sustaining higher populations of waterfowl under managed conditions.Some factors such as inherent soil fertility cannot be effectively enhanced. However, through drawdowns and water level management, the existing wetlands can be developed to increase duck production above present levels. Criteria necessary to develop and manage the areas are summarized. Waterfowl benefits and values over present conditions are reported. Total annual values for both production and staging are listed.
