Benefits are compared with costs in order to reveal the economic feasibility of investing public funds to improve standards of drainage protection. There are two broad objectives in this study.The first is to develop a model which will satisfactorily estimate the benefits resulting from alternative levels of drainage improvement and which will compare the benefits so derived with the costs involved in providing the increased drainage services. The model must be capable of generating benefit-cost ratios which are a measure of the economic feasibility of the alternative levels of drainage improvement.
