In the late 1970's, a local agricultural producers group the Stuartburn Piney Agricultural Development Association (SPADA)requested that the Provincial Government provide protection from flooding caused by Rat River waters breaking out of the swamp area and proceeding overland northward to Joubert Creek. These breakouts flooded croplands lying between the swamp and Joubert Creek. Preliminary government studies, however, suggested cost projections for works would not achieve sufficient agriculture benefits to warrant flood protection development.
