The Long Range Plan for Ducks Unlimited Canada dated June 1976 charged staff with a new initiative, which was to ...intensify research into producing more ducks in each biotic zone... and also recommended that ...major projects or major applications of new management techniques (be) followed up closely to see if value is being received for money spent.... Means of implementing this direction were explored at a meeting of the Provincial Biologists held in Winnipeg in February of 1977. Subsequent to that, a proposal for research and evaluation was approved by the Board, and one of the means of communicating findings of these activities was envisaged as being a Biological Techniques Manual,which would be circulated to field staff and reviewed and updated as required.
