Its function is to analyze and develop new information concerning agricultural practices and government policies which will affect duck production and breeding habitat. If further information is required in order to gain full and clear understanding of the facts, and to determine their value, the subject may be relegated to further literature review and interview, or subjected to field trial to determine effectiveness and acceptance by farmers. Once the problems are clarified and solutions determined, the information can then be incorporated into the plan of active landowner or political extension, via the fact book. The objectives of this study are: 1) to be informed of all new major agricultural practices and government policies which may alter farm operations chronology in relation to the duck nesting season, use of land now in native cover,and maintenance of rights-of-way
