The system was developed cooperatively by Ducks Unlimited staff from Manitoba, Winnipeg Head Office (Biological Services Group, Computer Services) and Chicago with assistance and systems provided by USFWS, CWS, Manitoba DNR, DWWRS and Manitoba Agriculture.The system was designed to produce cost-effective jurisdictional implementation plans for the NAWMP in order to meet waterfowl population objectives over the 15 years of the agreement. An Economic Model identifies resource needs and provides annual schedules for various habitat techniques. The information provided by outputs from this Model allows initial selection of the best programs by jurisdiction, stratum and year.
