Historically,programs affecting pothole management have been formulated and administered by single-discipline groups; principally those representing either agriculture or waterfowl. As a result, past discussions about pothole managemnet have frequently seen representatives of those two disciplines assume adversary positions. This presentation considers the topic from a multi-disciplinary point of view, including agricultural,wildlife and water resources concerns. Reference is made to government policies and programs which have, directly or indirectly, affected landowner decisions respecting the management of pothole areas. A recommended course of action is proposed which would create a legislative and institutional climate more favorable to the rational management of pothole areas.
